1. The fact that the Inspector General of Police is subject to parliamentary scrutiny has rendered the offices of the CDF and service commanders lesser offices. Because of their raltaive importance to the nation, these appointments should be subjected to parliament, after all, they are state offices. 2. The KDF should have an independent body anologous to the police service commission to replace the defence council so that rights of service meembers are guarranteed. 3. The so called General Tonje Rules should be captured under the Act to ensure that top KDF positions are time and aged based to ensure maximum number of officers get an opportunity to serve the KDF. 4. Promotions of senior officers (needs to defined) probably from Liuetenant Colonel and above should pass throught the seanate, the way it is in the USA.

Having served for 11years in the Constabulary after regular Service of close to 19 years as a Commissioned officer. I agree with some of the sentiments forwarded by one Dixon Boiyo. However in the New Constitution, Constabulary does not exist. May be it was either erroneously omitted or somebody in the mainstream organs of now Defence Forces felt it was either irrelevant or insignificant.It is not surprising because the regular service personnel have all along felt that joining the Constabulary is an act of desperation while in actual sense joining it is an equal opportunity of employment. On joining the Contabularly, one is supposed to sign a contract that expires as dictated by the 'The Terms and Condition of Service of either Officer or Constables' The retired Commisioned Officers retain their previous regular retirement ranks because of their commission status while the servicemen/women are ranked as Constable 3 and from there they are promoted on merit up to Head constable 1 a supposed equivalent rank of a Warrant Officer 1 in the regular service while the officers are never promoted.These Officers may serve the constabulary for all the years and are never be promoted.The CIC should impress on Ministry off State for Defence to look into the promotion of these officers. Concerning the pension, since the constabulary are on contract ,they are only paid a gratuity based on only 25% of the current monthly basic earning after the contract has expired.Interesting this percentage was supposed to be 31% since 2002 but the Department of Defence totally ignored this directive.This is a humble appeal to CIC to impress on DOD to pay all those whose contract expired and have gone home to be paid their difference of 6% of the monthly basic pay backdated to 2002. Brig (Rtd) Kirugi might be aware of this because he served as a Member of defunct AFPRB (Armed Forces Pay Review Board for a while and if he is not aware the then Secretary to the Cabinet,and Head of Civil Service Dr Richard Leakey must be aware because he is the one who gave the directive to all Department of Civil service including DOD because this percentage of gratuity affected all Government employees on contract basis. During the latter Armed Forces Pay Review Board,there was a recommendation to pay Kshs 45,000.00 for any member of the Forces who retires honourably to cater for for expenses of transport to the home of domicile. The Constabulary being members of the Forces as per the Armed Forces Act, were totally denied this amount of money until recently. It is a humble request to CIC to intervene on this and have all the members who honourably left the constabulary as from the time this recommendation was made to be paid this amount.

Hello brother, may be you need to research more on military command structures there is no way you can do away with cadet force or rather substitute with recruiting from within the svcmen its open from the onset either u join as a cadet if your qualifications fit or simply join the ranks


My sincere thanks to the members of CIC for the good work you are doing in the service of our motherland. May the Almighty God continue to bless you with the daily energy that you need to make kenyans, and specifically, members of the Kenya Defence Forces, realise the fruits of the letter and spirit of the new constitution. Concerning the upcoming KDF bill 2012, i would like it to capture our key concerns as follows: a) the annual leave as it is administered currently, i feel, is unnecessarily discriminatory. Servicemen take an annual privilege leave of thirty two (32) days which are counted including all public holidays and weekends. Officers take fourty two (42) days counted on the same formular. To capture the spirit of 'fairness to all' in the new constitution, i propose that the formular of giving annual leave be harmonised and members of KDF be granted an annual leave of fourty two (42) days inluding weekends and public holidays or thirty two (32) days without accounting weekends and public holidays. In fact, leave time is the only sweetest moment for a sodier and the highest morale booster. This is the only time when a soldier spends in the 'natural world' after 'box like' barracks life. There is all need to sweeten this time for sure! b) The current system of recruiting cadets directly from the civilian world i feel is outdated and by far overtaken by civilization. I note with deep concern that the tradition was adopted by the British (our colonial masters) because it was rare then to find educated young men and women joining the service at the level of 'service.' This necessited the need to pick a few educated young boys and girls from society to be trained as commanders. Nowadays things have changed and we have many, (if not all the soldiers), high school and college graduates joining the Force with quality grades and Diplomas. It beats logic at this time and age to remain stack in the mistaken thinking orientation and continue recruiting 'green' personnel to be trained as commanders which ends up costing the goverment more in terms of time and tax payers' money, as well as eating into the morale of qualifed soldiers who if given the chance can be converted at a very short time to become commanders and then they continue serving their motherland. This if adopted will also enhance the full undrstanding of soldiers by their commanders due to the commanders 'grassroots' understanding and highly boost professionalism and effectiveness in service delivery. This is the practice in many modern militaries the world over. c) A complete unit similar to the KDF Memorial hospital be created in the forces to take care of psychological debriefing, battle (combat fatigue), family issues for service personnel especially those deployed in combat areas, and also to take care of the many aspects of psychosocial support that are key and highly desirable for the members of the forces due to their unique duties; and also, in line with the Kenya Government's Policy of availing counselling services to all employees. Is it true that the recruitment of military cadets and service men is done on bias grounds more often corrupted with ''cash''? If it is true, I don't think this will serve to stir Kenya to where it is supposed to be in terms of govt. leadership and the general military performance. Doing recruitment in line with clear and upright procedures will serve to give this country a stable and equally reliable front in dealing with a wide range of cases and services, not just from a military perspective, but also from a number of other different views.Let's team up to build an awarding nation.

15 B(a) (i) the limitation and restriction put forward i;e '' standards or qualification in particular reference to deployment ,promotion to a position in the defence forces''This in itself is what has promoted/ailed the ethnic ,biased and total disregard for Seniority, meritus career progressions and promtions in military.It should be specific the criteria

First of all, let me take this opportunity to thank CIC for the great job that they are doing. Change has come since people can now be asked to give their honest opinions on matters that concern them without the fear of victimization and that is a tremendous step forward. Things might be slow but what matters most is that we do not stop moving and sooner than later we shall arrive at our destination! (a) My first issue is about enlistement of cadets directly from civil life. My suggestion is that commissioned officers should come from their respective regiments. Serving soldiers should be nominated, say after 3 years of service and sent to cadet school which will increase cohesiveness among the whole KDF as the gap between officers and soldiers will be reduced. Furthermore, a soldier with a relevant bachelors degree should be considered for commissioning as it is very unfortunate to have soldiers who are more educated than their commanders and yet again it will create fairness and equal opportunnity for all. (b) Second issue is on allowances. House allowance should be standardized and according to the current rates in various major towns where most barracks are located. Gas and electricity allowance should also be given to all married soldiers and not just because one resides within the married-quarters. Food allowance should also be standardized across all ranks as this is a basic need which is vital to everyone and should be brought to the current economic state. My assumption is that also as a soldier, one is constantly at risk and therefore entitled to a fixed risk allowance. Hardship allowance should come during deployments and should be reviewed as the KES 20 or KES 40 per day for singles or married soldiers respectively is inadequate. (c) Third issue is on study leaves. Like any other ministry I am sure that is alot to be learned by soldiers and they should get fully sponsored study leaves as long as its relevant to the KDF as a whole. Even if it might put a strain on the government soldiers who are capable of meeting their tuition fee should be officially allowed to pursue their studies as this is beneficial to the force and a country as a whole. This are not the days where soldiers were not learned, times have changed and the country that has more literate citizens is always ahead of the pack! Thank you CIC again for the good work and hope that you will put into consideration all views that you will come across and finally you will give KDF a bill that will make it the envy of other world forces like it is continuing to make a name for itself by winning the current war!

Pension: In the last Pay Review Board of the Kenya Defence Forces( KDF), it is only the pension of retired Chief of Defence Forces(CDF) which was reviewed to be eighty percent of the salary of the substantive CDF.This should apply to all ranks on retirement. Institutions: All the Institutions established in the KDF for the benefit and welfare of retirees, such as Kenya Defence Forces Medical Insurance Scheme and Kenya Defence Forces Old Comrades Association should be run and managed by the retirees. Reserves: The establishment of the Reserves as provided for in the Defence Forces Act should be imlemented eg Reserves have never been recalled for training.

Let me first commend the CIC for their efforts in spearheading the enactment of the new constitution however i have to fault the commission for failing to avail the draft to as many soldiers(officers and service men/women) this should have been achieved through publication of many hard copies and subsequent supply to all military formations i.e Army, Airforce and navy through various brigades and battalions finally to companies/squadrons/battaries to Platoons/troops and to the target personnel in the sections. The move to avail it on the website was commendable though many failed to access it due to lack of internet and various infrastructure however that said and done I want to propose the following: 1. The Defence council to be scrapped and replaced with the KDF service commission just like the The Police Service Commision and its membership to include Cabinet Secretary in charge of defence as its chairman, service commanders as members. This Commision to undertake policy devt, training, promotions and the general welfare of KDF personnel. To sit atleast four times a year. 2. The Armed forces Medical Insurance Scheme be abolished and placed under The NHIF just like any other kenyan since the management of this scheme is prone to abuse since commanders place their cronies and buddies in it therefore making it attainability not realistic. 3. There should be in house recruitment of Cadets i.e from serving service men/women as opposed to the current recruitment from civilian world this would save time and taxpayers money besides the qualification required for one to make a cadet are readily available in the force OR if there should be civilian involvement this bill should bill should prescribe the ratio of sharing between the in house recruitment and that of civilian recruitment. 3. Cadet recruitment should be transparent i.e they should recruit directly from countie( like servicemen/women) as opposed to the current mode of application which is prone to corruption since the number to be recruited is not openly known and this is done behind the walls of KMA and away from the public spotlight besides the recruitment in most cases end up being skewd in favour of particular regions thereby locking out marginalised communities. 4. Service commanders should be subject to vetting by relevant authority like parliament and clear guidelines be placed to dictate their retire,promotion since its a well known fact that some ranks are political. 5. The renumeration board to review salaries after two years. Thanks once again

Direct versus Indirect Recruitment of Cadets 1. I am a direct entry officer in the KDF and have read with alot of keen interest on the direct/indirect recruitment of cadets and I have the following comments to make about that debate: a. Direct/indirect recruitment of cadets in the KDF occurs and continues to occur in the KDF, contrary to opinions posted here. Indirect entries have been few and more skewed on those soldiers whom are identified to have special skills (SDOs) (please go through the records to confirm these). b. Direct recruitment of cadets from civilians aims to capture a fresh mind (without prior military mind pollution) at the earliest age (18 years) and inculcate leadership qualities over a three year period at the Kenya Military Academy so as to produce somebody young enough to start the long journey to generalship. c. The vision of cadets recruitment is to admit persons younger than 18 years (below military service) into military academy and have them graduate at about 18 years in time to start military service for optimum productivity. Recruiting somebody older than 18 years into the academy, jeorpadizes this vision. d. The KDF cadets recruitment is largely informed by cadets recruitment procedures in the developed world eg UK, US, Singapore,even India where recruitment from servicemen used to be the norm but overtaken by direct recruitment. I refer my colleague’s to contest this nobility. e. My parting short: Do you want to recruit a cadet from a 24-26 year soldier, take him throuh 3 year rigoruos cadet training, have him graduate at 29 years, serve as second liutenant till 31 years or have a second liutenat at 18-22 years? - Its upon us to decide if we are going back or forward.

I understand your point of view, basically guided by where you stand, however you could also notice that an indirectly recruited cadet would not take the same number of years, and resources to not in the service i do not know, but its logical to indirectly recruit some...(a good number). some of the service men/women have diplomas and degrees.....and are under 24,25,26yrs,

Hallo thanks for your honest opinion on the subject matter but am a serving member for the last seven years and am yet to witnes the so called SDO's infact the records obtained from my unit file marked "commissioning of service personnel " is almost empty and the last communication from HQ was way back in 2004 so do not be cheated that it still happens. secondly about the issue of age is that you advance the notion that all cadets enlisted are age 18yrs which is not true because among the requirements is that one must be btwn 18-26 yrs supposing a civilian is enlisted aged 26yrs which is the ceiling age he trains for three years he graduates at 29yrs (2nd Lt) he waits for 18 months and gets promoted to full Lt aged 30yrs 6months and lets say a serviceman of the same age is commissioned he would still graduate at 29yrs but as a full Lt(because of the prevoius military service) so comparing the two its clear that their is no justification of your arguement. I have the following submissions to make 1.PUNISHMENT BY REDUCTION OF RANK OF SERVICEMEN SAVE COMMISSIONED OFFICERS When a serviceman and a commissioned commits the same offence the serviceman may suffer reduction of rank which affects his income while an officer may lose seniority(meaning he will delay in being promoted to the next rank)This should apply to all.There should be no punishment by reduction of rank. 2.ANNUAL LEAVE PERIOD OF COMMISSIONED OFFICERS AND SERVICEMEN Currently a commissioned officer is granted 42days(including weekends and public holidays) leave while a serviceman is granted 32days(including weekends and public holidays) leave.Can we standardise it to 42 days for all ranks. 3.ORDERLY ROOM PROCEEDINGS FOR SERVICEMAN These proceedings should be abolished since they are unfair to the accused.The Commanding officer and his juniors are the accusers,prosecutors,witnesses etc.They have no legal background to conduct trial,They intimidate everything hence denying thye accused trial.Even if you are innocent you get pronounced guilty. 4.ESTABLISH INDEPENDENT COMMISSION TO CHECK CONDUCT OF COMMANDERS AND VET THEM LIKE ANY OTHER There should be established an Independent commission to check commanders and protect junior staff's rights.

The powers bestowed on commissioned officers to conduct trial are constantly abused besides they are not qualified in matters of law and as such the chief justice to create a special division of the high court to conduct all trials of serving personnel, the court martial to be disbanded and its mandate taken over by this special court since its an open secret that its a kangaroo court

I am grateful to the C.I.C for granting us this platform to air our views regarding this draconian colonial rule act that has continued to be misused by the military command(officers) as British colonials masters to their service members(service men/women) as Africans servants to the extend of washing them clothes including for their wives for the name of discipline 1.Service commanders should be subject to vetting by relevant authority like parliament and clear guidelines be placed to dictate their retirement,promotion since its a well known fact that some ranks are political. 2.PUNISHMENT BY REDUCTION OF RANK OF SERVICEMEN SAVE COMMISSIONED OFFICERS is anfair 3.The r enumeration board to review salaries after two years 4.The Commanding officer and his juniors are the accusers,prosecutors,witnesses etc.military lawyers and advocate be given to dispense justice not commanding officer as a kangaroo judge who never steeped to a law school. check on this British rulers i.night out for officers only excluding service pers ii.medical non practice,extraneous allowances to officers excluding service men/women yet they posses equal qualification iii.commuter allowances not given yet officers are given in the other ministries is right to all. iv.accommodation to all with all the privileges. v.clear establishment of various department with adequate man power vii.leave discrimination btw the ranks lastly but not least in the constitution KDF CHANGES ONLY NAMES THAT IS NOT ENOUGH,WE HAVE BEEN BURDENED BY THE COLONIAL ARMED FORCES STANDING ORDERS.WE THEREFORE PROPOSE A MAJOR OVERHAUL OF THE ACT TO SUIT THE CURRENT CHANGING ENVIRONMENT. ESTABLISH INDEPENDENT COMMISSION TO CHECK CONDUCT OF COMMANDERS AND VET THEM LIKE ANY OTHER There should be established an Independent commission to check commanders and protect junior staff's rights.

I appeal to you who have the power to do this to make it possible that Adventists in the KDF have the freedom to worship on Sabbath as enshrined in the constitution. There are recent cases of a commander closing down places of worship for this group in Kahawa, Thika and Embakasi. This gave the group some untold trauma. The places are closed to this day. Our affected soldiers and their families have no places of worship making them go outside the barracks to seek places of worship! This is draconian. In fact, the constitution should make it mandatory that this group is given land within the military establishments to build their places of worship just as the Catholics, Protestants and the Muslims. They can also be allowed to have their chaplains who could minister to them on Sabbaths employed and paid for by the Ministry of State for Defense. They should be respected just as all the other religeous communities are. Please assist. Affected soldier.

In many militaries, they have schools that catter for the education of their officers and men upto universities. Unfortunately, the Kenyan case is really unique. During the early years upto say 1989, we had a school called the Armed Fotrces school of higher education (AFSHE) which used to help deserving soldiers improve their education to higher levels. Unfortunately, someone who didnt think the soldier should advance abolished the higher education section as he felt soldiers were advancing educationwise more than the officer. The school still exiats but it is running irrelevant courses which are not beneficial to the common soldier. There is however a college for the officers to attend and get degrees in conjuction with Egerton University. Other ranks who want to pursue degrees are not finding it easy. I suggest that AFSHE be full revived and be elevated to university so that ORS who want to obtain degrees will be accorded the same opprtunities. We have many graduate education officers and Education instrucrors who can assist the ORS receive this drem. Who doesnt want to better his education? We want this university.

We as Kenyans need to make our lives better and this can be done by giving each and everyone a chance to gain knowledge so as we can unite together and drive our country Kenya forward.

Thank you CIC for this forum. Writing of this Bill has come two years later due to slumber by those whose duty it is to handle legal issues at the DHQ. Changes are required in the following areas,inter alia; a. The need to revise Forces Forms( Eg. FF55) to reflect the reality of the day. b. Orderly procedures to be changed to allow an accused serviceman to be seated during orders(trials) and to be availed a lawyer. The notion that the accused is guilty until proved innocent is against the laws of the land. c. Taxes levied on lump-sum on retirement should be abolished. The prevailing practice amounts to double taxation as the retiree had paying been taxes all the service life. Remember ,soldiers are also tax-payers. d. Opportunities to further education to be opened to all who are interested to do so, as opposed to the current practice. e. Special allowances to be paid to all who handle risky/ dangerous jobs/equipment, including Air Defence radar personnel because of radiation. This has always been given a black-out. f. Provision for all rent collected from the Married Quarters to be made to allow the monies to be placed in a given vote and also be to subjected to scrutiny. Some of this money should be ploughed back to repair the quarters. g. Provision to be made to allow the tendering system to be open to parliamentary scrutiny and discard this veil of "security". The current system is open to too much abuse by the military powers that be, thus soldiers failing to get value for money and 'wanjiru' getting short-changed. h. Provision to be made to allow soldiers to be paid military uniform allowance annually. Uniform items,Fabric material and tailors to be availed within the barracks for uniformity,quality and security of military uniform. Thank you. I'll come calling,sooner.

The criteria used to promote other ranks(ors) is biased,discriminative and unprofessional. Ors are subjected to undergoo promotion courses that eventually do not guarantee them of promotion. These courses,such as NCOs command course, don't automatically enable one to get promotion as a soldier may b promoted without doing this course. This commission should outline a method similar to that adopted while promoting 2nd lieutenants to full lieutenants. 2.PAY. This country is manned 24 hours by our soldiers therefore it is only fare is their pay reflects this. Allowances should be standardized across the board regardless of rank and marital status. Emphasis should be put on soldiers at operational areas, those operating machinery and performing health threatening duties. 3.FINANCIAL MANAGEMENT. D O D has put stringent measures towards the management of finances to junior soldiers. These limitations have made it impossible for junior soldiers to invest at an early stage in preparation to resettlement. Such barriers as; a) a junior soldier who has not served three years cannot be given a loan not exceeding three hundred thousand,should be scraped. b) commanding officers uncharted of battalions should not put limitations besides those outlined by their superiors regarding this matter. 3.ENLISTMENT OF GENERAL SERVICE OFFICERS (GSO). The gap between GSOs and ORS has been widening by the day. The interaction between these groups has been reduced to that of a master and slave rather than mere workmates. The enlistment of GSOs should therefore be changed to allow bridge this gap and create a cohesive and conducive working environment between them. GSOs should be recruited from ORS who have served at least 3years. This will enable them to understand the grievances of ORSs as they rise to the ranks of Generals.

JUSTICE I believe that justice remains my shield and defender at all times and so I feel obligated to add my voice in this important forum for improving the service delivery in the noble Kenya Defence Forces. The current AFA is very okay in the command and administration of the force and only a few issues need to be reviewed: 1. Justice has been denied to most service personnel as the person referred to as 'commander' in the AFA is the prosecutor, witness, judge all at the same time making the accused to remain guilty until confrirmed guilty by the same incompetent jurisdiction, the 'commander' who is also ignorant of the legal matters. He can't conduct thorough investigations, can't classify a case if as crime or civil, can't even understand english let alone interpreting the AFA yet he deals with legal matters! This is tantamount to leaving medical issues to quacks! One faces charges and is punished yet again faces a vicious cycle of punishments from the same charges even in his entire military career; a case worse than double punishment.These are people who are not trained in law thus can't deliver justice please. 2. The judiciary should provide in the court system military tribunals other than court martials in all formations to try and punish service personnel. These should not be run by service personnel but by trained civilians who will not only be professional but also neutral as well as employing more lawyers in the country. The commander should only draft the charges and forward to the tribunal. 3. I am aware that there are legal officers (so junior in the military ranking system) at service and Defence HQs to review the charges but the commanders with interest in the charges still interfere with the delivery of justice thus the need for seperation of powers even in the military. The military personnel also need to be represented by lawyers even before any military tribunal even if it will remain the one conducted by the commander. ENLISTMENT OF GSO CADETS 1. I have noted the concerns that enlistment of cadets from the servicemen will improve understanding of military issues, cohesion while saving the tax payers money and time spent in training. I beg to differ with my comrades. Our recruitment proccedures are informed by those of developed militaries like the UK, US militaries etc. Military service also requires professionalism, meaning discipline and comaradarie or working relationship, nothing like friendly or unfriendly relationship as the latter are ingredients of coups and takeovers. Officers are properly vetted from young ages thus undestand the values of sacrifice, loyalty and dedication needed in handling the noble but sensitive national and global security, diplomatic and development issues. 2. Recruiting from the service will denie the nation the ethnic and regional balance in military leadership hence will be totally unfair. 3. Military leadership should be viewed as a government scholarship due to the privileges attached to it thus should be given by merit to young Kenyans with at least a mean grade of A- (minus) and be trained for the long career journey. Let the soldiers not demand for good things on a silver platter. The minimum grade for recruiting soldiers should also be raised from a D (plain) to at least c+ (plus) to reduce the gap between them and officers as well as enabling them pursue the degrees the are asking for. 3. It is also worth noting that those enlisted as cadets are young Kenyans who sacrifice lucrative careers as Law, Engineering etc to selflessly serve the nation in the military which don't pay as much as the foregone careers especially between the rank of second lieutenant and major so the issue of officers' pay should not raise any questions. Furthermore, an officer should enjoy a study leave to pursue degrees in Law, Engineering, Medicine among others which would be relevant and beneficial to the KDF. Finally I would thank you for involving the KDF personnel in this process as it will ensure that the law that will affect the is made for them by them. Its agreeable we have svcmen with those qualifications but dont forget the military is a voluntary svc no one forced anyone to be a svcman or a cadet simply personal choices so make the choice and stop blaming the system. The last time i checked we dont blame God for giving others and not giving us.

It is very unfortunate for fellow Kenyans to allude that the current crop of soldiers cannot produce Officers of enviable merits. It is imperative that all should know that nowadays soldiers are well endowed with good certificates. We have Soldiers who have attained Masters degree in fields like B.Com and Bsc IT. I find working in the military sometimes to be a calling. Those young fellows who are said to have shunned lucrative careers elsewhere should know that they are here to serve the country. But KDF should consider commissioning soldiers through the ranks. I am dissapointed to read such comments that are selfish as they only put forward concerns of the officers only.. I beg what of the other bulk of soldiers? Well learned soldiers. Let us incoporate everyone in KDF and not a few individuals who earn huge chunks of the taxpayers money whereas the bulk of soldiers earn peanuts. Let CIC and remuneration commission do their job. Thanks to cic,sincerely the bill does not meet the standards of modern military,but resembles the current ARMED FORCES ACT with minor changes despite change in constitution unlike police act. But the following are my suggestions. 1) appointment of CDF and service commanders must be approved senate and qualifications must well stupilated for sound policy making,avoid tribalism. 2) promotion in ranks should be based education,regional represantation and seniority. 3)salaries should be based on level of education not ranks. 4)qualifications of CDF,SERVICE COMMANDERS,BASE COMMANDERS,COMMANDING OFFICERS AND any other commissioned officer should not be less than degree. 5)Defence forces pay review secreatariat must be abolished because will serve few senior guys 6)No summary judgements,all cases should tried in court of law, no Commanding officer or OC kangaroo courts for injustice run currently, because they do not have any merit where rulings are made in bars before case is heard. 7) rights should not be limited except politics,picketing,striking. 8)any member who wants to be discharged should be allowed to do so within 14 days after aplication, to avoid disertion. 9)commissioning should be done within ranks to avoid working under unqualified people based on merit not high school drop outs. 10)punishment of dismissal should only be given by higher courts. 11)Defence forces oversight committe should be formed to look into issues affecting service members not current bureaucratic system.
